Ch. 11: The book’s content was finished in late 2008 – at that point in time, the transition to Digital TV was scheduled to go into effect on February 17, 2009. Because of concerns about the awareness of the transition, and mishandling of the converter box subsidies, Congress delayed the transition date to June 13, 2009. The book refers to the transition as having already happened (anticipating the Feb. 2009 publication date), so for a few months, the book will be inaccurate in tense. Hopefully, the transition will occur without any other major changes.
